The formulation of the Conceptual Framework is an attempt to conceptualize responses to the findings of the Contextual Framework and the key development issues identified therein. These key issues include; the Spatial Structuring Element which  will be used as a basis for managing and guiding future developments into a certain direction and pattern, ultimately in order to fulfil the Council’s IDP Vision.
